President of Panama Inaugurates Electrical Transmission Line Constructed by Petaquilla Minerals Ltd

Vancouver, BC – December 28, 2011: Petaquilla Minerals Ltd. (the “Company”) is pleased to announce that the President of the Republic of Panama, Ricardo Martinelli, recently inaugurated the electrical transmission line constructed by the Company’s infrastructure subsidiary, Panama Desarrollo de Infraestructuras, S.A. (“PDI Panama”), through Petaquilla’s community social program. The power line runs from the Company’s Molejon gold mining project to Los Molejones, the community nearest to the project, and brings electrical power to the community for the first time.

On December 22, 2011, President Martinelli thanked the Company for providing Los Molejones with electrical energy. The President stated that, “Now that the school has electricity, they can have computers and all the students can access the internet and become a part of this modern world of science and technology. I am sure this will be of great benefit to the entire community. I congratulate Petaquilla for what they are doing. I urge them to continue to expand, to continue helping the community. Petaquilla Gold, S.A. and ANAM have developed together programs of reforestation

As part as of a compliance to the Study of Environmental Impact the company Petaquilla Gold. S, A. has developed since its inception, reforestation programs in coordination with the National Environmental Authority (ANAM) with the plantation of seedlings in various surrounding communities to the mining project.

In this sense, the Petaquilla S.A., Company, headed by the businessman Richard Fifer- Carles, they have cultivated in its greenhouses over 10 thousand seedlings of native, fruit and wood species, which have been planted to reforest lands outside the mining concession that have been historriclly depredated with the burning and cleaning of trees, lands that have been used for subsistence agriculture and the breeding of cattle.

Petaquilla Minerals Ltd. (TSX:PTQ)(OTCBB:PTQMF)(FRANKFURT:P7Z)(the “Company”) is pleased to announce that its wholly-owned subsidiary, Petaquilla Gold, S.A., a signatory of the International Cyanide Management Code (the “Code”), has been audited by a lead auditor and a technical expert as part of the final process to become certified by the International Cyanide Management Institute (“ICMI”).

Companies that are signatories to the Code must have their operations audited by an independent third party to demonstrate their compliance with the Code. In this regard, Petaquilla Gold, S.A., once certified by the ICMI, will join only 14 other gold mining companies worldwide possessing this certification.

Within the next two months the technical expert will conclude a final review of the Company’s Molejon Gold Project to confirm compliance with minor recommendations prior to submitting the final report to ICMI for issuance of the official certification.

The ICMI was established to administer the Code, to promote the Code’s adoption and implementation, to evaluate its implementation, to manage the certification process and to make information on safe cyanide management practices widely available.

The Code is a voluntary industry program covering the manufacture, transport and use of cyanide in the gold mining industry. The Company supports the promotion of responsible management of cyanide used in gold mining for the purpose of enhancing the protection of human health and reducing the potential of environmental impacts.

Ampliación del Canal: megaproyecto y mitigación ambiental

Un técnico de Panamá Forest Services rescata a un perezoso en el proyecto de ampliación del Canal

Los trabajos de ampliación del Canal, que iniciaron el año 2007, luego de un gran debate nacional y su aprobación en un referéndum, representa un ejemplo de cómo un megaproyecto se puede ejecutar mediante consenso nacional y respetando derechos y normas ambientales.

Un proyecto que tiene un costo de 5 mil 250 millones de dólares y que implica la remoción de 50 millones de metros cúbicos de rocas, piedras y tierra, para permitir el paso de buques Pospanamax, mediante un complejo de tinas que utilizan el recurso hídrico de manera más eficiente.

En pleno corazón del país, seres humanos y maquinarias trabajan arduamente removiendo materiales, rescatando especies de animales que son afectadas al impactarse áreas boscosas, siempre respetando normas ambientales, en completa coordinación con las entidades encargadas de velar por su cumplimiento.

Un proyecto que no solo se ha enfocado en a su rentabilidad, sino que además plantea la capitalización de retos ambientales, con un potencial generar ingresos multimillonarios en beneficio del país.

Se trata de un modelo a seguir, y muestra fehaciente de que en Panamá hay personal capacitado y consciente de la importancia de conjugar el desarrollo de grandes proyectos, respetando el medio ambiente. Un proyecto que las empresas mineras miran como modelo a seguir, consultando, previendo y mitigando cualquier impacto ambiental que pueda provocar la extracción de minerales metálicos.

Según el gerente de la Sección Ambiental del proyecto de ampliación, Daniel Muschett, el dragado que se realiza sobre la actual vía acuática sin interrumpir el tráfico de naves, y las esclusas se construyen precisamente donde los estadounidenses entre 1939 y 1942 intentaron construir un tercer juego de esclusas que afectó la vegetación original, pero que luego se regeneró.

“No obstante, pese a que se presentarán efectos mínimos sobre el medio ambiente, el proyecto contempla una compensación para resarcir los daños y preservar la flora y fauna del país”, destacó.

Las acciones de mitigación incluyen tres elementos de compensación directos: el pago a la Autoridad Nacional del Ambiente (ANAM) por la cobertura vegetal afectada por labora, programas de reforestación de mil hectáreas para recompensar los bosques afectados y la preservación de especies nativas del área.

La suma estimada a pagar por este componente de la obra es de 2.5 millones de dólares. Según el estudio de impacto ambiental de la ampliación del canal, se afectarán unas 500 hectáreas de bosques.

La reforestación se realiza en áreas protegidas que abarcan desde Alto Chagres, en la cuenca hidrográfica del Canal, hasta el volcán Barú. El plan de compensación forestal establece que para este año se debe cumplir con la cuota establecida, además de garantizar el mantenimiento de las áreas reforestadas por un período de cuatro años adicionales, a fin de certificar su cumplimiento.

La ampliación del Canal es un proyecto que requerirá el movimiento de enorme cantidad de materiales y que impactará el medio ambiente, pero las medidas de mitigación ayudarán a aminorar el daño que pueda ocasionar.

En Panamá existen grandes proyectos mineros que conscientes de la preocupación por el medio ambiente, aplican medidas de mitigación para reducir los daños al medio ambiente, entre los que se destacan el de Petaquilla Gold. S. A., que bajo el liderazgo del empresario Richard Fifer-Carles, impulsan programas para recuperar los posibles impactos, como la reforestación, además de brindar apoyo a las comunidades adyacentes al lugar donde se extrae el mineral.

Is it luck or fortune? However you want to call it, it knocked on the door of the little Yessibel del Carmen Martinez, who had 6 fingers on her left hand, and thanks to a donation of services provided by a team of members The Petaquilla Foundation at Llano Grande in La Pintada, her problem was resolved and she was submitted to surgery which corrected the malformation on her tiny hands.

The team was headed by Vielka Hernandez of The Petaquilla Foundation who performed a tour as part of the program “Adopt a Godchild”, when destiny placed her in front of the case of the young Yessibel.

Concerned by this case, Mrs. Hernandez talked with the girl’s parents to offer them the support of The Petaquilla Foundation located in hub of La Pintada, directed by Dr. Leonel Arosemena.

After obtaining the approval of the parents, so that the child could obtain the necessary surgery, the representative of The Petaquilla Foundation contacted Orthopedic Surgeon, Rafael Estevez in Aguadulce, and Dr. German Tejeira, to inform him of the case, and who agreed to perform the surgery free of charge.

After coordinating everything related to the operation with the parents of the little girl and Dr. German Tejeira together with the rest of the team were transferred to the hospital to begin the surgery.

The costs of transportation and meals for little Yessibel and her parents were covered by The Petaquilla Foundation; While Mrs. Hernandez kindly offered them to stay at her home.

Petaquilla invierte más de 4.5 millones en proyecto carretero

Abarca los tramos: Santa Ana – Llano Grande – Coclesito – Nazareth – Molejón y la circunvalación de Villa del Carmen – Nazareth, además de la reparación de las calles internas de Coclesito y Villa Del Carmen.
Los 50 Km. de vía totalmente transitable, permiten la comunicación de las poblaciones circundantes al proyecto con el resto del país y un mejor acceso a ellas.
En relación con esta obra, Petaquilla Gold, S.A. también viene ejecutando las medidas de prevención y mitigación ambiental necesaria y prevista por las normas nacionales e internacionales.

Mas de 4.5 millones de balboas en una primera fase, ha invertido Petaquilla Gold, S.A. en la construcción del proyecto carretero que abarca los tramos: Santa Ana Llano Grande – Coclesito – Nazareth – Molejón y la circunvalación de Villa del Carmen – Nazareth, que servirá de acceso al área de la concesión minera y a su vez, conectará las comunidades circundantes con el resto de Panamá, con el consecuente beneficio que trae consigo una obra de este tipo en calidad de vida para la población de la zona e infraestructura para el país.

El proyecto abarca 50Km., de una vía que inicialmente era rural, y que hoy es totalmente transitable, además de la reparación de las calles internas de Coclesito y Villa Del Carmen. La obra, iniciada en el 2006, amplía el camino a seis metros de ancho en todo su recorrido utilizando como base una mezcla de grava, piedra, y tosca, dejándola lista para una siguiente fase de pavimentación con capa asfáltica, a ejecutarse por tramos.

Personal de Petaquilla Gold, S.A. señaló que el proyecto carretero “ya beneficia a miles de panameños de colón y Coclé con empleo directo –xxx (indicar número aproximado) personas contratadas durante esta primera fase e indirecto (señalar actividades generadas en la zona), además de concesionarios externos de todo el país que tienen la oportunidad de aportar su experiencia a los trabajos de construcción de infraestructuras necesarias para la próxima explotación de los yacimientos de oro de Molejón. Y el impacto será mayor cuando la mina esté en operaciones.

Asi mismo, el proyecto incluye la colocación de alcantarillas en diversos tramos y la edificación de doce puentes (mencionarlos). Dos de ellos, el puente sobre el río Coclesito y el del río San Juan de Turbe, están próximos a construirse.

En el desarrollo minero de Petaquilla se han tenido en cuenta todos los impactos ambientales consustanciales a esta actividad, incluyendo las obras relacionadas con la construcción de esta carretera, y se están ejecutando las medidas de prevención y mitigación ambiental previstas por las normas nacionales e internacionales.

Revegetación y control de erosión y estabilización de taludes de corte y rellenos, con vegetación propia del lugar, obtenida a través de:

- El programa de compra de plantones a las comunidades dentro del área de influencia del proyecto, a las que se brindan los insumos para la siembra.

- La creación de viveros forestales (Villa del Carmen, Las Ceibas, Los Tablones y los Molejones) donde se producen especies nativas como el Bateo, María, Guachapalí, Guaraguao, etc. Para la revegetación.

Colocación de mallas sintéticas (pacas de heno) y estructuras de gaviones (muros de contención de derrumbes) para prevención y mitigación de sedimentación en fuentes de agua superficial (quebradas y ríos).

In face of the publications against the mining industry in Panama, that without technical backup or realistic bases, are being published in the media, I am forced to inform the public opinion about the importance of a mining project. For this, I turn to actual statistical data about the economy of the rural areas. Example of what is going on, and according to official information, is the situation of the indigenous population, which is alarming: approximately 90% of the 285,231 indians live in extreme poverty.

Most of the roads of the rural areas are in poor condition because of the incapacity of the State to invest in their maintenance or construction of new ones, which makes the access to be limited and produces a nearly total inexistence of medications and an irregular presence of health personnel.

For these reasons the rational development of economical projects, like the mining ones for example, can become a secure source of economical benefit, and contribute to elevate the quality of life of the residents of the zone. Especially because they create new economical alternatives for the residents of these regions, who tend to resort to activities that are non regulated and harmful to the environment, like logging and burning our forests, to be able to have a livelihood.

Mining can also support, as it has in Canazas and Petaquilla, the formation and specialization of the human resources of these secluded regions, so that once the mining project comes to an end, these people can find better possibilities or other economical activity better paid than if they had no formation.

The mining activity is done in rural areas of extreme poverty, where the soil is over mineralized rocks and it is usually not suitable for agriculture.

It also contributes to stop the progress of deforestation caused by subsistence economy and prevents the migration to the cities, because it gives the peasants the opportunity to develop other economical activities, healthier to the environment. We already have the case in Chile, where the rational exploitation of their mineral resources has allowed the generation of wealth and development, without causing a severe impact to the environment. We cant say that the Corredor Biologico Mesoamericano will disappear or be irreversibly damaged with the Canal expansion or the exploitation of a mine that occupies a small percentage of its total area in Petaquilla.

A metallic mining project has a strong impact on a very targeted area (a medium sized one affects about 600 hectares). If it is well designed, constructed, operated and closed, from a socio-environmental standpoint, and the economical benefits (or part of them) are reverted on the area it is located, for works on social and environmental development, we will then have a reinforcement of the programs destined to the conservation of the biodiversity components.

Autoridades municipales desmienten supuesta contaminación de ríos

Las autoridades municipales de los distritos de La Pintada, en Coclé, y de Donoso, en Colón, desmintieron una supuesta contaminación de ríos producto de las actividades mineras que ejecuta la empresa Petaquilla Gold, S. A.

Ni en la alcaldía de La Pintada ni en la Autoridad Nacional de Ambiente (ANAM) hay denuncia sobre muerte de peces en ríos del distrito, destacó la máxima autoridad de este municipio, Marlene Real.

Manifestó que ni en sus oficina ni en las de la ANAM, en la provincia de Coclé, se ha presentado denuncia alguna sobre la muerte de peces presumiblemente en uno de los ríos que están próximos al Petaquilla Gold, que denunciaron moradores de una de las comunidades de la región.

Dijo que puede afirmar categóricamente que nadie ha presentado estas denuncias y que de ser cierto eso “ya los moradores de esa región me hubiesen informado a mí, porque diariamente de esa región bajan sus pobladores a la alcaldía de La Pintada”.

Manifestó que tras hacer las consultas en la regional de la ANAM en Coclé le confirmaron que en esa entidad no hay ninguna denuncia sobre supuestas muertes de peces en un río de la región. Agregó que ha conversado con ganaderos que le han asegurado que sus animales toman agua de los ríos del área y que no se ha presentado ningún problema.

Por su parte, el alcalde de Donoso, desmintió las supuestas muertes de peces por la contaminación producto de la actividad minera y señaló que mandó personal para investigar ante las denuncias de pobladores del sector donde se desarrolla el proyecto Petaquilla Gold, ante la supuesta muerte de peces en uno de los ríos del área causada presumiblemente por el empresa minera, tras lo cual los inspectores constataron en el terreno que ningunas de esas acusaciones son ciertas.

“Hasta ahora no he recibido ninguna denuncia de ANAM de Colón ni de moradores de la región sobre esa situación, mandé un personal de la alcaldía para verificar la información por los rumores que habían y lo que hay es mucha especulación sobre el tema por parte de personas que no están de acuerdo con el proyecto minero.

Manifestó que inspectores de su municipio siempre están pendientes de lo que suceda en el proyecto y que como autoridad constantemente fiscaliza a la empresa para que las cosas se hagan bien, por el bien de la comunidad y del ambiente.

“Definitivamente no he visto ninguna anomalía, por lo que exhorto a las personas a que sean serias en sus planteamientos. Hasta ahora nada se ha podido comprobar respecto a esos rumores que no son ciertos”, manifestó el Alcalde Macías.

Petaquilla Minerals Ltd. Enters Letter of Intent with Iberian Resources Corp.

VANCOUVER, BRITISH COLUMBIA–(Marketwire – April 6, 2011) - Petaquilla Minerals Ltd. (TSX:PTQ)(OTCBB:PTQMF)(FRANKFURT:P7Z) (“Petaquilla” or the “Company”) is pleased to announce that it has entered into a binding letter of intent (“LOI”) with Iberian Resources Corp. (“Iberian”), pursuant to which the Company proposes to acquire all of the outstanding shares of Iberian (the “Proposed Transaction”).

Iberian is a private British Columbia company that owns 100% of the Lomero Poyatos mine through its wholly-owned Spanish affiliate Corporacion de Recursos Iberia S.L. Lomero Poyatos is located about 110 kilometres northeast of Seville, in the heart of the Iberian Pyrite Belt. Iberian also owns several other exploration licenses in Iberia through its wholly-owned Spanish and Portuguese affiliates, and soon expects to receive a small scale mining license for its Banjas concession in Portugal.

Pursuant to the terms of the LOI, it is proposed that each common share of Iberian will be exchanged for 1.3 common shares of Petaquilla, which will result in 39,205,906 additional shares being issued by the Company, valuing the transaction at approximately US$41 million. This corresponds to the low-end value of Behre Dolbear’s independent valuation of Lomero Poyatos. Petaquilla currently has 176,379,501 common shares issued and outstanding.

Iberian currently has 1,511,248 warrants outstanding, each of which is exercisable for one common share of Iberian at exercise prices in the range of US$0.14 to US$0.60 per common share. Subject to the terms of the warrants and applicable law, the LOI provides that each Iberian warrant issued to (i) non-insiders of Iberian, being 430,576 warrants, will be exchangeable for a warrant of Petaquilla, which in turn will be exercisable for 1.3 common shares of Petaquilla; and (ii) insiders of Iberian, being 1,080,672 warrants, will be exchangeable for a warrant of Petaquilla, which in turn will be exercisable for one common share of Petaquilla, all for the same exercise price provided under the original Iberian warrant.

Iberian currently has options outstanding for the purchase of an aggregate of 3,357,313 common shares of Iberian at exercise prices in the range of CDN$0.10 to US$0.60 per common share. Following the closing of the Proposed Transaction, subject to obtaining all necessary approvals, it is anticipated that such options will become options to purchase an aggregate of 3,357,313 common shares of the Company at the exercise prices provided under the current Iberian options.

The Proposed Transaction is subject to, among other things, negotiating and entering into definitive agreements between the parties and obtaining appropriate approvals from the Toronto Stock Exchange and shareholders of both Petaquilla and Iberian.

This Proposed Transaction is part of a previously defined strategy for geographical diversification of the Company, particularly focused on building a strong presence in mining-friendly jurisdictions of recognized mineralization potential, such as the Iberian Pyrite Belt, where the Lomero Poyatos deposit stands out as an exceptional opportunity.

The Company is committed to the development of Lomero Poyatos and will be working with Behre Dolbear, SGS and the University of Madrid to complete a report on the project compliant with National Instrument 43-101, which the Company expects to be finalized during the fourth quarter of the current calendar year. The Lomero Poyatos project already holds a production license.

By approving the LOI, the Board of Directors of Iberian has recognized the benefits of joining a world class gold producer and its privileged access to management expertise, technological know-how and capital markets.

BEHRE DOLBEAR’S PRELIMINARY REPORT ON THE LOMERO-POYATOS MASSIVE PYRITE (Au-Ag-Cu-Pb-Zn) MINE IN ANDALUSIA, SPAIN

The Lomero Poyatos mine formerly mined about 2.6 million tonnes of massive pyrite for use as raw material for the manufacture of sulphuric acid. The mine closed in 1992 and since then has been investigated by several companies as a possible gold-silver-copper-lead-zinc deposit.

Iberian commissioned Behre Dolbear International Ltd, in association with Gemcon Software International Ltd, to carry out a review of the available data pertaining to the Lomero Poyatos mine in order to confirm the previous mineral resource estimates (by SRK, 2002 and WAI, 2007).

As there have been no feasibility studies carried out and there has been no decision made as to whether the deposit would be mined by open-pit or underground methods, there is no basis for deciding what would be an appropriate cut-off grade, nor any basis for estimating the likely mining and processing costs. Therefore, the deposit has been treated as an exploration stage project.

Mineral Resource Estimate

The mineral resource estimate was based on the following assumptions:

A data-base of existing drill hole data was compiled from previous exploration records comprising about 50 surface drill holes and a similar number of underground drill holes.
The deposit was defined as all mineralisation assaying greater than 25% sulphur and a computer generated block model was constructed using Gemcon© software to define the shape and size of the deposit.
Based on Ordinary Krigging methods the tonnage and the average gold, silver, copper, lead and zinc grades of this +25%S deposit were estimated.
The tonnage was based on an assumed bulk density (SG) of 3.3.
No cut-off grade was applied.
The resources were assigned an Inferred classification (JORC Code, 2004).

The total Inferred Mineral Resource was estimated at 30.4Mt at 2.31 g/t of gold, 46.56 g/t of silver, 0.67% copper, 0.67% lead and 2.35% zinc containing 2.26 Moz Gold and 45.51 Moz Silver when applying a 25%S cut-off only.

This preliminary assessment is preliminary in nature. It includes inferred mineral resources that are considered too speculative geologically to have the economic considerations applied to them that would enable them to be categorized as mineral reserves, and there is no certainty that the preliminary assessment will be realized.

Qualified Person

Richard James Fletcher is qualified to act as a “qualified person” as defined in National Instrument 43-101 and accepts responsibility for the information on Exploration Results and Mineral Resource Estimate in this report. Behre Dolbear affirms that Mr. Fletcher:

is a Fellow of the Australasian Institute of Mining and Metallurgy; and
has more than 40 years experience in the estimation, assessment and evaluation of mineral resources and ore reserves that is relevant to the styles of mineralization and the types of deposits under consideration.

Fundacion Petaquilla promotes healthy habits in the communities nearby creating a Sports Program. This specific plan was created to bring together children and young adults in an environment that encourages good health, sportsmanship and responsibility. Playing sports offers children not just physical benefits but indirectly helps their academic and social skills.

Playing sports provides children with a positive boost to their self-esteem and a sense of belonging to a group. It is also a great opportunity for them to share with friends who have the same interests. It has been proven that children involved in sports are less likely to get involved with drugs or smoke because they realize the impact these destructive habits can have on their performance. Studies also show that girls who play sports are less likely to become pregnant.

Another important aspect of children actively playing sports is that it helps children develop discipline. Statistics show that kids who are involved in sports while in high school are more likely to experience academic success and graduate from high school. Overall, regular exercise increases quality of life. Thanks to Petaquilla´s Sport program children will be able to experience these benefits.
